Summary of the original thoughts

History and Particulars of Headquarters, Dell Lane, Stoneleigh, Ewell.

The idea of a Headquarters was first thought of before the War, but no action wes taken. The first fete to raise money was organised by a few parents in 1946. The combined Scout and Guide Headquarters Committee was formed in 1947. It has organised annual fetes and other events from time to time to collect money.

In 1949 the Committee began to seek a site but could find no available plots. The present site was thought unsuitable because of drainage difficulties, but as nothing else wss available in this district the Committee in 1955 bought the land for £532 and accepted the heavy cost of water and main and soil drains, amounting to £260.

The draining of the site wus commenced ln November 1956. The erection of the building itself was started in July 1956 and has continued to date. with the exception of the concrete raft and flooring the drains and the 3 main girders, all the work has been done voluntarily by parents worklng at weekends.

The building will serve as the meeting place of 3 Brownie Packs, 3 Guide Companies, and a complete Scout Group of Rovers, senior Scouts, Scouts and 2 Cub Packs.

The building is of brick with asbestos roof. 75' long x35', containing a hall 48' x 33', Guide and Scout offices, store room and loft store.

The building including land has cost us £3,850. It ls estimated that the voluntary work has saved some £2,000. Tables, chairs and other internal furnishings have yet to be acquired.

Meeting of the Joint Committee held at HQ on 16th June 1960.
Present Mrs. Burrows, Mrs Dugmore, Miss Plane, Mr. Hind, Mr. Hart, Mr. Burrows.
Use of HQ -
1. Official times for use of HQ by both movements agreed.
2. Other miscellaneous uses if non commercial must be agreed by Joint Committee and notified to Lettings Secretary. It was agreed that the Lettings Secretary be asked to put a list of bookings on the notice board for each month.
3. Other uses not agreed by J.C. to be arranged with Lettings Secretary at normal rates of hire.
4. Uses not requiring use of hall eg drying equipment, use of Scout room or Guide room and store room subject to agreement by Joint Committee. It was agreed that those using the hall should be asked not to wear stilletto heels.
Building Work.
Guides & Scouts should manage and decorate their own rooms. Any other decorating or rebuilding or furnishing should be done by consent of the J.C.
Any alterations or new furniture to be agreed by J.C. Any expenditure expected to be paid for by the H.Q. fund must be agreed by J.C.
Management Committee.
The terms of the Management Committee were agreed with the following
amendments:-
The Committee should consist of Chairman, Secretary, Treasurer, 6 members with power to co-opt 3 others.
The Committee should be elected annually
It was agreed that a meeting of Parents to hear the results of the Summer Fair and to elect a Management Committee should be called for 5th July at 7:45 at HQ.
